In the recent days, we are seeing lot of visa aspirants applying for visa stamping in Jamaica with a hope that it is easier and convenient to get the stamping done in Jamaica than in their home country.
But with a new rule in place, which is effective from October 31, 2014 onwards says that those who have no long term status in Jamaica are not eligible to apply for visa.
Summary of the Announcement:
Effective October 31, 2014, Embassy Kingston does not accept interview applications from third country nationals for the following visa categories and cases:
- Applicants who changed status with Department of Homeland Security in the U.S. seeking a new visa in the new visa category.
- Applicants who entered the U.S. in one visa category and are seeking to re-enter the U.S. in a different visa category.
- Applicants who have been out of status in the U.S. having violated the terms of their visas or having overstayed the validity indicated on their I-94s.
- Applicants who obtained their current visa in a country other than that of their legal residence.
- Petition-based first time applicants.
- Third country nationals who are not resident in Jamaica and who are applying for a B1/B2 visa (including B1/B2 renewals).
What it means to you?
People who are converting from F1, H4 visa to H1 visa and obtained their current visa in a country than their legal residence, visitor, not an immigrant, refugee) have to cannot apply for visa stamping in Jamaica
Why did this happen?
Many visa aspirants are going to Jamaica since it does not have any visa requirements for certain country citizens and also it is very convenient to travel to Jamaica than to their home country. So, There was a huge influx of visa applications. This might be the primary reason for implementing this new rule.

Better stop abusing south Indians. Without South Indians (telugu and tamil) IT would have never even existed. So an Indian national, no matter what visa type he/she applies for at Jamaica, must go to India for stamping? H1B extensions/ F1/Visa conversions etc.
Even in home country they are giving hard time. I went for H1 stamping in India new Delhi. On first interview they asked couple of questions and than old me I will get reply from them in one or two days. But, After 3 days I got my passport with 221g letter saying you have to come again with documents listed in 221g letter. I don’t understand why they did not ask me first time when i was over there. Anyway I went again they just took papers and told me I will get answer by end of day or next business day. Now, it’s been more than 16 days and I have not received any answer. When i checked online it says your application is under administrative processing. I don’t understand why it’s taking long time to finish this matter. Why they do not understand that H1 visa issues by USCIS USA. Still they need to do checking. Why they do not understand when people who are working in US and come to home country for stamping they have their family, luggage and other stuff back in USA.If they do not get visa done on time they have to pay rent from home country and other expense like car loan, phone bills etc. Is that something Barack Obama can do about this type of problem? Does anyone has solution?

Can someone explain why on earth does the US need a stamp on passport by mediocre consulate staff who have no idea about the application when the uscis has already made a decision? This sounds so indian government-ish…
I thought the personal appearance is required only for the biometrics part and to ensure that I am indeed the applicant for the petition. However, if you are already in the country then you can continue to stay w/o having to go for any biometrics. So yeah, the process is a broken piece indeed!

Excellent decision. This will put some kind of brakes to the candidates who try to apply H1 visa through consultancies faking their experience and qualification. This will help people with genuine talent to get visas easily irrespective of the consulates they are applying.
In order to get an H1 visa you first need to be approved from USCIS. Consulates just stamp the visa they do not issue it.

You are the biggest idiot I have ever come across on this site. Faking experience has nothing to do with getting a visa. There have been plenty of situations when really talented individuals faced H1b visa issues either due to inefficient attorneys or their employers not maintaining proper paperwork and this includes the locals (Americans) too not just Indians. And its also a known fact that DHS (Dept of homeland security) has huge loopholes that dated back to decades and haven’t been fixed encouraging people to exploit them. Most H1-bs are legal tax payers who work hard to earn their living. So first get the facts right before blabbering something.
