Is High-skilled Immigration reform bill dead?

Immigration Reform has cleared Senate 3 months ago, and has been discussed in the house since then. The amendments in the CIR (Border Security, Economic Opportunity and Immigration Modernization Act of 2013) relevant to High-Skilled Immigration consists of Increasing the H-1B visa quota, Removing Green Cards Backlog, offering a Level II wage to H-1B Employees, Outplacement ban on consulting firms, and more.

Status of Immigration Reform Bill in House

The momentum of the Comprehensive Immigration Reform Bill in the House has slipped down and is going very slow with no much updates from the House. For three months, there is no major update from the House on the Immigration Reform. There have been concerns rising, if anything would be accomplished this year in regards to the CIR. However, the House Republicans say they will act on the Immigration Reform this year.

CIR for High-Skilled Workers

We are already aware that there are many amendments in relevance to the High-Skilled Immigration Reform. The chances of the Comprehensive Immigration Reform passing have however been doubtful, but it looks like there would be no amendments related to high-skilled immigration which would take chances at the congress this year. It is likely that we might not see any rise in the H-1B visas for the upcoming Fiscal Year, as well as no update on the rest of the amendments. So, the High-Skilled Immigration Reform may be assumed dead for this year.
