In just a few days, the visa Bulletin for December month would be released by USCIS. The EB2 Priority Dates for India have moved forward during August 2013 to 2008 from 2004, and the EB2 and EB3 priority dates remained almost constant since then, EB2 for India at June 15th 2008 and EB3 Priority Dates for India at Sep 22nd 2003.
There are speculations that the EB2 priority dates for India might go back to 2004 or early 2005 in the next December 2013 Visa Bulletin.

EB2 to Go Backward?
Sources say that the EB2 priority dates for India would move back to late 2004 or early 2005. The reason for this being the huge demand for permanent residency under this category and that the USCIS would like to first approve the pending cases before moving any forward. It is also expected that the EB2 and EB3 priority dates for India would not move any further until a significant amount of time, likely Summer 2014.
EB3 India is expected to have movement in the near future, only due to the fact that candidates might be porting from EB3 to EB2, thereby freeing the visa numbers for EB3.
This is unfortunately going to be a bad news for India if this comes true. We would soon get to see if these speculations are true or no just within the next few weeks. So, keep awaited on the December’s Visa Bulletin.
